Vietnam Communist Leader Orders Crackdown on Bribery for Job, Promotion

General Secretary Nguyen Phu Trong of the ruling Communist Party of Vietnam has instructed relevant agencies to inspect if there is bribery for promotion at government agencies, the Thanh Nien newspaper reported.
At a conference in Hanoi on Thursday last week, Mr. Trong said that people have been much discussing bribery for promotion, power, certificates, awards and the like, and this phenomenon is “quite common”, even in the field of education and training.
“It’s painful to hear allegations that people have to pay this or that much for a certain position,” he said.
Trong said public concerns over bribery for promotion have to be solved by transparency, with better regulations and improved inspection.
To Huy Rua, head of the party’s Organization Commission, said that his agency would draft regulations on promoting government officials to stop people from giving and taking bribes.
Mr. Rua confirmed that, currently, the procedure of promotion and transfer of key government officials strictly follows relevant regulations that require the approvals of six agencies at different levels.
“It is impossible for someone to bribe all six agencies,” he said.
Rua said his agency is considering tightening the procedure by banning contacts between people nominated for key positions and officials responsible for making the decision, during the time of consideration.

The communist party has vowed to keep the country under one-party regime.
