Eight Vietnam Officers Jailed for Beating One Drug User to Death

The People’s Court in Vietnam ‘s southern province of Dong Nai on July 28-29 held a trial for eight cadres and staff of a local rehabilitation center who were accused of beating to death one drug user.

According to the indictment, Hoang Van Van and a number of other drug users of the center attacked the center’s guards and tried to escape from the rehabilitation facility located in Xuan Phu commune, Xuan Loc district.

The number of Vietnamese drug users quadrupled over the past two decades, presenting in all cities and provinces nationwide. As many as 74% of drug users age between 18 and 35 years.

Up to 72% of drug addicts use heroin while 14.5% use amphetamine.

Vietnam has about 150 rehabilitation centers, including 123 under the state’s control. The country maintains mandatory rehab policies to some groups of people. Such a detoxification method has caught the international protest.

Local media has reported that drug users have been inhumanely treated by rehabilitation centers’ staff.

Anand Grover, the UN Special Rapporteur on the right to health for the 2008-2014 period, said in his report in 2012 that the Vietnamese method is expensive, ineffective and counterproductive.
