HCM City Police Officer Disciplined for Illegal Detention, Torturing Detainee

The Police Department in Ho Chi Minh City has disciplined Major Nguyen Huu Phuc, head of the police in Truong Thanh ward, District 9 for accusation of conducting illegal detentions and committing torture abuse against the detainee, the Nong Thon Ngay Nay newspaper reported.

Three-star Colonel Nguyen Minh Luan, deputy head of Police Department in District 9 said Mr. Phuc will work in the department’s logistics unit during the investigation period to clarify his responsibilities in the case.

According to the denunciation of Mr. N.V.S., on Sept 10 last year, Mr. Phuc handcuffed Mr. S to a window and brutally beat him after summoning him to the ward police station for settling civil disputes over property.

Phuc kicked S. at his sides in a bid to force him to confess conducting public disorders and demolition of private property, Mr. S. accused.

The police chief latter handed over Mr. S. to the district police which released him. The medical test showed that Mr. S. had serious injuries in his head and body sides.

The family witnessed Phuc’s torture against S. and they used cell phones to film the case.

Phuc is guilty and the city’s authorities will further investigate on the case, admitted Mr. Luan. (Nong Thon Ngay Nay Apr 2)
