Three Vietnamese Policemen Suspended after One Resident Beaten in Traffic Dispute

Authorities in Vietnam’s southern province of Dong Nai have suspended three local traffic policemen involved in a case in which one citizen was brutally beaten by thugs, the Tuoi Tre newspaper reported Tuesday  (http://tuoitre.vn/tin/phap-luat/20150908/dinh-chi-cong-tac-3-csgt-bi-quay-clip-tung-len-mang/965574.html).

Major Luong Van Than, sub-lieutenant Vo Chi Cong and lieutenant Pham Minh Tuan will be investigated for their role in the incident on Sept. 4 in which Mrs. Do Vu Hoang Anh was attacked with bleeding in her lip.

According to the newspaper, Mrs. Anh and her husband were stopped by a traffic police team led by Major Than. The policemen said the couple violated traffic regulations on the National Road No. 51 and will face a fine of VND500,000 ($22). When Mrs. Anh requested the policemen to explain about their violations, one plainclothes man came and attacked her on her face, causing a serious injury on her lip.

Mrs. Anh filmed the incident and posted the captured video on social network.

Later, policemen asked the couple and the attacker named Pham Minh Tri to settle the case at a local police station. Tri apologized Anh and agreed to compensate her with VND2 million.

Bribery among traffic policemen is a serious problem in Vietnam. State media has reported a number of cases in which traffic police beat people when they protested police’s decisions. In addition, many citizens have complained that they have been threatened by thugs who were supposed to be in connection with policemen.

On June 25 last year, Nguyen Van Chin, 44, in Ho Chi Minh City died after being attacked by thugs. Police lieutenant Pham Sy Hoai Nhu was accused of asking a group of men to assault Chin after the latter argued with him over traffic violations. Nhu was dismissed about three months later, and taken into custody in November.

Dozens of people died or received serious injuries after being chased by traffic policemen for minor traffic violations, state media reported.
