Vietnam Northerner Brutally Beaten in Communal Police Station

A man from Vietnam’s northern province of Hung Yen has been hospitalized for urgent emergency after being beaten brutally in local police station, the Phap Luat & Xa Hoi newspaper reported Monday.

After being released from the Binh Kieu commune’s police office on June 15, Phan Van Doi felt dizzy, the newspaper reported, adding that his face was deformed with numerous injuries. His relatives immediately took him to the provincial hospital for urgent emergency.

Earlier on the same day, Mr. Doi was invited by the communal police to their office to work. At 2.00 PM, he came to the police office, thinking that they will settle disputes between his family and the neighbor.

At the communal office, Mr. Doi was received by Phan Van Anh, head of the communal police, who informed that Mr. Doi would work with a police officer named Quyen from the Khoai Chau district police. Then two plainclothes men appeared, brought him to a closed room and forced him to report the disputes. They confiscated his cell phone and beat him brutally. Along with kicks and hits, they also used electrical baton to attack him, Mr. Doi told a reporter of Phap Luat & Xa Hoi.

The attackers did not introduce themselves during interrogation, Mr. Doi said. They beat him until 4.30 PM when he collapsed.

After that, one police officer who self claimed as the communal police deputy head came to write a working minute and forced Mr. Doi to sign when he was not in good health.

When the reporters went to meet with Mr. Anh on the case, the communal police head avoided and said they should ask the district police.

Leaders of the Khoai Chau district police told the reporters that Mr. Doi was not beaten and he painted red his face.

Mr. Doi was lucky to have been able to return home. Many Vietnamese had no luck. Four Vietnamese have died in police station this year, likely due to police torture, according to state media.

Pham Khac Chu, 44, from the neighbor province of Hai Duong, fell unconscious since June 6, one day after being detained by Thanh Ha district police and held in the district’s police detention facility.

Mr. Chu, who was healthy at the moment of being arrested for allegedly stealing a smart phone according to Thanh Hai communal police Chief Nguyen Van Van, is currently under special medical treatment in the Hanoi-based Bach Mai Hospital. His conditions are very bad and he is unlikely to recover, medical staff in the hospital said.

Torture is a systemic problem in the communist-ruled Vietnam, according to the New York-based Human Rights Watch while the Ministry of Public Security reported 226 deaths of detainees in police stations between October 2011 and September 2014.

The police said most of the deaths were caused by illness and suicides, however, families of many victims said they died from police torture.
