Vietnam National Assembly fine-tunes legal system

The promulgation of the 2013 Constitution created a firm legal foundation for a law-governed state of the people, by the people, and for the people. Legislative activities have covered aspects of life ranging from strengthening political institutions to ensure human rights and citizen rights to enhancing the socialist-oriented market economy.

Over the past 70 years, the Vietnamese National Assembly’s legislation has created a firm legal foundation for the building of a law-governed Vietnamese state of the people, by the people, and for the people. It has also contributed significantly to national development and international integration.

Legislation is one of the Vietnamese National Assembly’s three major functions which also include oversight and decision making on major national issues. The National Assembly is in charge of building and promulgating the Constitution and making sure constitutional stipulations are reflected in legal documents to build a law-governed state, promote democracy, ensure human rights and citizen rights, reform the market economy mechanism and boost international integration.

Impressive number of legal documents approved

For the last 70 years, the National Assembly has effectively performed its legislative function. Since its first tenure, the National Assembly has promulgated 5 Constitutions, 387 laws, 628 resolutions and 220 ordinances. National Assembly Vice Chairman Uong Chu Luu said: “These legal documents reflect the wisdom, devotion and responsibility of legislators as well as the people’s will and aspiration in building and fine-tuning the legal system to serve socialism, national construction, national defense, international integration, and develop a law-governed socialist Vietnamese state”.

Building an extensive legal system

In addition to increasing the number of legal documents adopted at each session, the National Assembly has fine-tuned the state apparatus and strengthened state management in economics, culture, education, science, technology, national security, and external relations.

The National Assembly has paid special attention to legislative techniques. Former Deputy Head of the National Assembly Office Tran Ngoc Duong said:“The quality of legislation has improved. Laws reflect the reality of Vietnam and inherit the progressive values of humankind. New laws have been passed including the Laws on Public Referendum, Association, and Public Asset Management and Utilization”.

Doctor Le Minh Thong is head of the National Assembly’s Law Committee:“The National Assembly has passed several laws on the organization of the State Apparatus including laws on the Organization of the National Assembly, the Government, the People’s Procuracy, and the People’s Court. Issues relating to human rights and citizen rights are widely reflected in Civil Code, Civil Procedures Code, Criminal Code, the Law on Belief and Religion, and the Law on Public Referendum. Laws are being revised to fine-tune the socialist market economy institutions”.

The National Assembly’s legislative activities have over the past 70 years, helped to unify and strengthen the legal system, build a socialist Vietnamese state governed by law, and boost international integration.
