Vietnam Defend the Defenders’ Weekly Report for January 30-February 5, 2023: Seven Groups Urge Vietnamese Communist Government to Improve Living Conditions in Prisons

On January 30, a group of Vietnamese political and civil organizations issued a joint statement calling on Hanoi to improve living conditions in prisons and temporary detentions facilities across Vietnam to ensure health of prisoners, especially prisoners of conscience.

The groups include Defend the Defenders (DTD), the Vietnam Human Rights Network (VNHRN) which is based in California, and the Independent Journalists Association of Vietnam (IJAVN).

The statement states that there are a number of prisoners of conscience dying in many prisons in recent years due to hard living conditions and inhumane treatment while many former prisoners of conscience reported that they were treated inhumanely, forced to work hard while food nutrition and medical services are very bad in prison.

The groups also call the international community to pay attention to the issue and request Vietnam’s communist regime to respect its human rights commitment and the Mandela Rules.

Hanoi Police Conclude Investigation against Activist Nguyen Lan Thang, Proposal Prosecution on “Conducting Anti-state Propaganda” Charge

On January 30, after nearly seven months holding Hanoi-based activist Nguyen Lan Thang  incommunicado since his arrest (July 5, 2022), the Hanoi Police Department informed his lawyers that it had completed the investigation against him.

In its notice sent to lawyers Le Van Luan and Dang Dinh Manh, the department said the investigation ended on January 17 and it transferred the case to the city’s People’s Procuracy with a proposal to prosecute him on the charge of “conducting anti-state propaganda” under Article 117 of the country’s Criminal Code.

With the new development of the case, the lawyers can start their activities to meet the activist in detention and get access to his case’s documentation to start defense.

It is expected the People’s Procuracy to issue its indictment against the Hanoi-based activist and transfer his case to the city’s People’s Court.

Police Take NGO Leader in Custody Six Months after Probing “Abusing Democratic Freedom” Allegation

On February 2, the Security Investigation Agency of Vietnam’s Ministry of Public Security detained 74-year-old Nguyen Son Lo, former head of the Southeast and North Asia Institute for Research and Development (SENA). Six months earlier, he was probed for the allegation “abusing democratic freedom” under Article 331 of the Criminal Code.

The police said they took in police custody after he continued to violate after being charged but not arrested. They also conducted search of his private residence and office.

Lo is said to produce a number of writing proposing the Vietnamese communist regime to carry out political reform and stay away from China.
