UNHRC hearing comes as diplomat seeks asylum

GENEVA, SWITZERLAND – Viet Nam will face harsh criticism in its UPR, Universal Periodic Review, Wednesday 5 February at the UN Human Rights Council in Geneva. The review takes place just after a weekend interview by a Geneva TV station of a Vietnamese diplomat who says he has asked Switzerland for asylum.

Viet Nam is the last of the 14 countries under review by this UNHRC session, from 27 January to 7 February.

Viet Nam was elected to the UN Human Rights Council for the 2014-16 period by the UN General Assembly in November 2013, but not without criticism of the vote (184 out of 192) because of the country’s poor  human rights record. The election was viewed very differently by Western media, such as the BBC, and Viet Nam’s, including Vietnam Investment Review.

Questions raised over lack of progress in 4 years

The UPR Wednesday is Viet Nam’s second; all UN member states face a review every four years to assess their human rights situation. The results of the 2009 review were some praise for Viet Nam’s new commitments, notably from fellow Asian countries, with a number of organizations, including the International Federation of Human Rights Leagues, expressing concern “about Viet Nam’s rejection of a number of essential recommendations.”

Human Rights Watch is one of Viet Nam’s harshest critics. It warned Monday that Viet Nam’s human rights record remains “dismal”, based on three reports it has produced since June 2013 that document the problems. The reports conclude, HRW says in a statement:

 

“that the government continues to systematically violate rights in vital areas such as freedom of expression, association, assembly, religion, labor rights, land tenure rights, and the right to a fair trial. Hanoi imprisons critics, such as human rights, land rights, and democracy activists, including members of newly-founded civil society organizations.

‘The Vietnamese government has made many human rights promises, but it has delivered very little,’ saidJuliette de Rivero, Geneva advocacy director. ‘Now is the time for UN member states to make it clear that the current situation is unacceptable and to insist that Hanoi dramatically improve the way it treats its people.’”

Diplomat tells Geneva TV station of Viet Nam’s crises

Dang Xuong Hung was interviewed Sunday 2 February by Leman Bleu local TV station, where he said he has asked the Swiss government for asylum. The interview took place on the station’s programme “Le grand Genève a chaud”. He says he has been through the first interview for asylum, carried out in Vallorbe.

The diplomat worked at Viet Nam’s consulate from 2008 to 2012. He then ended his membership in the Vietnamese Communist Party, and in the radio interview he says he hopes others will follow his example. He cites the political, economic and social crises the country is facing. An AFP report on the interview has been widely republished in Asia.
