STATEMENT OF VIET NAM At the interactive dialogue with Special Rapporteur on rights to freedom of peaceful assembly and of association

While appreciating the role of Special Procedures in strengthening the capacity of Member States in the field of human rights protection and promotion, my delegation believes that only when the Code of Conduct adopted in Human Rights Council Resolution 5/2 is fully observed, can Special Procedure mandate holders fulfill such a role. Highlighting the principles enshrined in that resolution, especially that of dialogue, cooperation and transparency, Viet Nam underscores the importance of the respect for Articles 6 and 8 of the Code of Conduct in Special Procedures mandate holders’ undertakings.

Mr. President,

 

My delegation takes note of the present report of the Special Rapporteur on rights to freedom of peaceful assembly and association. While appreciating the role of Special Procedures in strengthening the capacity of Member States in the field of human rights protection and promotion, my delegation believes that only when the Code of Conduct adopted in Human Rights Council Resolution 5/2 is fully observed, can Special Procedure mandate holders fulfill such a role. Highlighting the principles enshrined in that resolution, especially that of dialogue, cooperation and transparency, Viet Nam underscores the importance of the respect for Articles 6 and 8 of the Code of Conduct in Special Procedures mandate holders’ undertakings.

Through our engagement in this Council, especially in the UPR, and in treaties bodies, the reality of freedoms of assembly, of association, and of religions and belief, among others rights and fundamental freedoms, in Viet Nam has been illustrated vividly. Also in that process, our commitments to protect and promote these rights and fundamental freedoms have been strongly confirmed.

Mr. President,

Hasty and simplistic generalization based on unverified, and at times, distorted information cannot be seen as constructive or helpful to the concerned countries in the course of strengthening and realizing their commitments. Under the spirit of interactive dialogue, my delegation would like to put forward the following question: How can the act of selecting and labeling diverse cultural, economic, social and political systems of countries simply as fundamentalist be NOT seen as fundamentalistic?
